In what situation would u see no OS X utilities screen and instead be presented in a rather basic GUI version of a license agreement with the only on screen to install only ? eg... no language choice screen, no welcome screen just boots to a license agreement with all the tools available only as menu bar.

Installer was downloaded off the Mac App Store 10.10.4 , but i always assumed it came with OS X utilities.

Creation of usb installer was done from Apple instructions at their website to create usb key using sudo command.

Confirmed OS X Utilities only works via Recovery (Command-R) and Internet Recovery (Command-Option-R). And OS X utilities does appear in local recovery partition after install, which means Apple ommitted OS X Utilities and Safari etc from creation of usb key.... Why ? I have no idea. Because why wouldn't u want to boot from usb to troubleshoot, unless this is Apple's way to make u use internet recovery or local (if available) for such purposes. I guess this is one problem solved, but still cannot figure out what the second image would be for and why it would be there.
