No photo stream in photos on iPad mini

Ok so my iPad Mini does not have a photostream album in the photos app. All I could find for enabling photostream was to allow the iPad to upload photos automatically to my photostream but nothing about viewing or accessing. What am I missing here? I'm running iOS 8.4.1
