NO Pre-sign for Shipment Next to Order Number

Is anyone else having this issue? My September orders have it but now that I've ordered this month, there is nothing there for me to click and print out a Release Authorization.

I ordered a refurbished apple tv on Saturday (shipping fedex ground), and I also don't have the pre-signature link on my order page. I had one when I ordered snow leopard. Could it be you don't have to sign for refurbished stuff? That doesn't make much sense.
