No reception at home. Wi-fi calls?

I am moving to a house where I pretty much get no reception on my JB/unlocked iphone 3G.
T-mobile is my provider and they have agreed to send me a Cel-Fi.
I don't think this will help me because, as I understand it, the Cel-Fi only works if you get some reception (1 or 2 bars) and works using the 3G network. The iphone can only access the Edge network on T-mobile.
Is there a way to make and receive calls using my wireless internet connection?
I'm not talking about using google voice or skype. I want to make and receive calls using my cell number.
Is this possible?

I don't believe it's currently available for iPhone. At least not here in the great white north.

you could try the app that lets you use google voice to make voip calls.

Call ATT and maybe try to get them to send you a M-CELL.

I did state that I want to use my t-mobile number, not another voip service; and that I have T-mobile not ATT.
Does anyone have a solution to my original post?

the CelFi looks as if it is just a signal booster, not a femtocell

You need have sometype of coverage outside for one device and place the amplifier inside where you do not get coverage.

Back to the Google Voice discussion...you could port your cellphone to Google Voice:

Then, you could use Talkatone to make and receive calls via that number over wifi:

You can also have GV ring your landline.
