I have an iPhone 7 Plus, an Watch and the new Airpods. I've noticed that when the Airpods are attached, I get no ringtone sound (or vibration) from my iPhone, and no indication of an incoming call from the Airpods. I do get a haptic vibration from my Watch, but I've missed a couple of calls while trying to determine why my Watch is vibrating - by the time I realize what it is, I've missed the call.

is anyone else experiencing this?

I don't have the Apple Watch, but I tested the rest; incoming calls (both regular and Facetime) ringed through the AirPods. This happened regardless of if the phone had been set to silent or not.

Taking the AirPods out of my ears before answering the call did not make the phone ring, although the AirPods themselves seemed to automatically turn off. Putting the AirPods back into my ears resumed ringing through them.
