No Second Toolbar for additional monitors in Yosemite...?

Am I completely insane or did they take away additional toolbars for using external monitors?

I've been using my hdmi monitor with this mbr for over a year, loved it when i could finally have a toolbar on both screens, with mavericks, and now I can't figure out a way to get it back.

Please tell me I am just crazy. Or why they would do that lol. Happy Saturday pinches!!
