I understand the privacy benefit of having Face and other tagging info being computed locally on a device and not in the cloud, but is there really no syncing of the data at all between devices? This seems like a huge step back..

Currently, the OSX photos app feels entirely different to its iOS counterpart (maybe Sierra will fix that?). But right now, my iPad, iPhone and Mac feel like they each have their own separate library despite me having used Photos with iCloud for sometime now. I spent a lot of time editing things in the new app on my iPhone since iOS 10 came out. If the edits are only a local deal, that seems asinine and bizarre given how much Apple touts iCloud and seamless syncing betweeen devices. Is this how things are, or am I missing something?
