The 'What's new page' clearly refers to Aqua as the UI. Looks like all the people predicting a new UI were wrong.

Could they add a new UI in a later Developer Seed, or are we stuck with Aqua to OS X 10.8?

Edit: The page makes references to enhancements to Aqua, iOS Scrollbars and Pop Over Menus amongst others.
 
it seems revisited to me: new toolbar with a new shade of grey, glowing blue toolbar buttons (a la macappstore.app), classic grey buttons now look "engraved" instead of "popping out", new traffic lights (brighter and more flat), iOS scrollbars, new lighter selection gradient and aqua rounded button are no longer used (see this for reference

in general, it seems that the UI has gained a matte-ish finish, instead of the shiny look of the actual aqua...
not a revolution, sure, it looks more like a 1.4 version (where 1.0-10.0 thru 10.2; 1.1 panther, 1.2 tiger, 1.3 leopard/snow leopard)
