No Universal Control in Beta 4?

Despite the Beta 4 Release Notes stating that UC is enabled, it does not seem to be; I have a MBA 2017 and MM 2014 both running Beta 4 and there is no UC between them.
Did I misread the Release Notes?

Universal control was in the initial release notes when beta 4 was released, but Apple withdraw the mention of the feature for this beta. Maybe it will be enabled in the next beta
