I restored my iPhone 4S to IOS 8.0 beta today.( after reverting back to IOS7).

This current IOS version is 8.0(12A4265u). when I tried to update to Beta 3, it keeps saying that " IOS8.0, Your software is up to date". How could I get the beta3 update ?
 
That's beta 1. It's possible that you can't do an OTA upgrade from beta 1 directly to beta 3.

You should just download the full beta 3 firmware from the developer portal and install beta 3 rather than trying to upgrade. You'll probably have fewer problems that way anyway.

Correct. You can't go from beta 1 to beta 3 directly and you can no longer OTA from beta 1 to beta 2. You'll need to get the beta 3 file from the dev center and update through iTunes.
