The default settings for Windows 7 Setup will not allow for upgrading from Beta -> RC or RC -> RTM. Clean installs are always a good idea in pre-release builds anyway but there is a workaround in the blog post from the engineering team. The Windows 7 team are also trying to encourage testers to upgrade from Vista to iron out the kinks in that process.
