I want to share my iPhone's cellular data with my iPad Pro over USB. This works with MacOS but for reasons I don't understand doesn't work or isn't allowed with iPad. The iPad will only tether over wifi. Is there a hardware reason for this beyond Apple hoping I will buy a wifi+cellular iPad?
 
I did not know you were able to tether over lightning. That makes me even more confused why it does not work over USB-C.

It doesn't work via Lightning, either.

I can't remember which model I used exactly for the screenshot but since I don't own a USB-C iPad, this was definitely done via USB to Lightning (with USB3 camera kit).

2018 iPad Pro can charge iPhones via USB-C to Lightning. However, USB tethering to iPhones doesn't work yet despite iPads supporting USB to ethernet adapters. The iPad just gets assigned an automatic private IP address.

Any reason not to set up the iPhone as a portable hotspot and share its cellular data that way? I think Apple even made it easy between iOS devices (saw it during one of their keynotes, although forgot which iOS version)

Not OP, but in my experience tethering over a cable is more reliable with less battery drain.
