No users on comp. NEED help now

Somehow while reseting the password via the startup disk it deleted all user accounts. Right now I am in single user mode but cant recall how to add a user in UNIX and the /sbin/SystemStartup gives an error on printing services so I cant "passwd root". Please help.

P.S. reinstalling the OS is a last resort

I would reinstall. This sounds likes things are pretty messed up.
