Is the current developer too unstable to release as a public beta or will Apple not bother releasing a public one at all
 
There’s not been a public beta before and Apple haven’t given any indication that they plan one.

I don’t think there’s an easy way to downgrade back to WatchOS 3 if you want to come off the beta, which is one reason for the lack of beta.

The battery life is also an issue in B2.

There is NO way to downgrade. You’d have to ship it back to Apple and they would send out a new Watch. As you can imagine, Apple probably doesn’t want to do that for a public beta.

Not entirely accurate. While there is NO way for a user to downgrade. Apple sends your watch to the depot for reflashing of the current live watchOS and sends back your watch not a new one.
