It's just nominations, once something is nominated it's nominated. The number of times it's nominated doesn't matter.
They actually say "Seriously, don't nominate anything that's already been nominated!"

Sorry, but honestly, the iPhone 3G should not deserve either spot. Apple did not nail the features we wanted or made it any worse. Let's hope that third generation will make it worth buying.
It's really sad that the successor to the gadget of the year in 2007 turned out to be a nominee for the worse. Apple did so little to improve it.
