Non-admin install permissions?

Is there a way to grant a user permission to install things in OS X but not give them admin? From what I know about Linux/Unix, the answer is probably no... but I wanted to ask and make sure.

If the installation process requires the access of system files, then no.

If the applications are just installed via Drag & Drop, then even non-admin users can install applications.
