Non contract iPhone convert to prepaid

I have 2 old generation iPhones. Presently being used as wifi fancy 'Touches'. I have a need for a pay as you go service and number.

If these phones are long out of contract how do I set up these iPhones - 3G and 4 - as the pay as you go option.

I have searched forums and found a lot of conflicting info as to unlocking, jail breaking etc.

Also what is the best service for pay as you go for old AT&T IPhones.
