If you're using a Mac - Garageband.

if you're on a PC use iRinger. Its free and worked great for me till I switched to a Mac.

I use phonezap. It's found in Cydia. It works great.

I use Audacity (free on all OS's) on unprotected files to edit down to length (GarageBand can be screwy on short clips). Then I import it back into iTunes as an AAC, drag the finished import onto the desktop and change the file extension to m4r. Import that back in and sync. Easy and completely free.
