Non-"On My Mac" mailboxes?

I tried to search around but I couldn't find anything about this...

I've wanted to create folders in Mail 4.0 - but they all end up under the tab "On My Mac". I just wish it came right under Trash - or heck - after Inbox.

If I don't have any RSS feeds, it is possible to have it after Trash, but as soon as I add RSS feeds it kicks it down and adds the silly On My Mac tab. It's a tiny detail, but I like things clean and it this just looks weird.
