iOS Noob question (I searched): How do I in a delete the restricted icons/apps?

I searched but nothing came up, I'm trying on an ipad to delete the contacts, settings and what have you. I've played with the profiler tool and I looked at the code but it looks like <key>allowContacts<key> doesn't exist or is restricted

Any Ideas?

Edit: I guess what I'm asking is that are there more items to the Restrictions Payload? It blocks youtube and Safari..........
