(Noob question) What prevents the release of the Siri port?

Hello,
I have been hearing all this talk about how the Siri port is all ready to be released for the other iDevices and it works great, but legal copyright stuff prevents its distribution. Why is this and why is it dependent upon a 4S jailbreak? Also, if the hackers distributed the hack among themselves, then couldn't they take some heat?

Needing a jailbroken 4s to get files necessary for it to work? Or lack of wanting to distribute the software unauthorized. Or a combination of the two...
