Err. I think maybe you're misinterpreting the phrase and projecting your ideas of drug use onto our poor, yellow, absorbent, and porous friend.

I take the phrase to mean that he's partially roasted in the sun... like in the movie! He and Patrick got dehydrated and almost, died!
