Normal PowerMac G4 Power Supply Behavior??

I've got an upgraded PowerMac G4 with:

2.0 GHz CPU
DVD Burner
Higher RPM 120 GB Hard Drive
Upgraded Video Card

There's no doubt that these upgrades are loading down the stock PSU, but for some reason, the fan doesn't seem to come on.

I bought the computer used, and I don't think I have ever seen it come on. Should I solder the fan to 12 volts directly, or is this normal behavior?
