Normalize audio volume across apps?

I play audio through many different apps - itunes, VLC, quicktime, web (youtube, etc.). It's quite jarring to turn up the volume for one source, only to be blasted when switching to another source. Is there a trick (like a command line setting) or app to normalize the volume across all apps so that doesn't happen?
