Not able to install Mavericks

Hi all, I have just bought a second hand Mac mini and I want to make a fresh installation of Mavericks, I have a Chilean app store account, but when I try to install from the recovery I received the following message: this item is temporarily unavailable.
I have tried wifi and cable to do this, same problem.

I have attached a picture because there is a recovery partition, can I try to install from here and avoid download everything from the Internet?

I was not able to fix this, so I downloaded Yosemite from the store and make a bootable USB and do a fresh install.
