Not able to send files with What's app

While trying to send an email PDF Document by what's app, the SEND switch or button is missing.
For a fraction of second, it appears on to right but disappears. It is too quick to get a screen shot.

So the document cannot go!

This is the problem with new IPhone 10 operating system.

This was never an issue with old one ios9.
