not all contacts are syncing with exchange

I have an Iphone 4 connected to a exchange 2010 server. I noticed that if i go to contacts then groups on my iphone i see a category called All on My Iphone, these contacts dont sync to my server. If i create a contact on my Outlook it will appear on my phone. If i create one on my phone it does not get pushed to exchange. I have ports on firewall open 80, 443, 25
