Both iPhones on wifi.
Both iPhones have facetime settings set to ON.
Facetime was working perfectly when I received phone.

After returning from AT&T store, after porting my verizon numbers to iPhones, now facetime does not work.

I tried to initiate facetime during call.
I tried to initiate facetime directly via contact.
Both ways fails.

Do you thinking porting my verizon numbers somehow screwed up facetime?

Quick Fix

I have found a more none-disruptive way of resetting your FaceTime allocation number without a full iTunes reset (_none loss of App plus other settings_).

Settings>General>Reset>Reset All Settings>PIN>Auto Restart>DONE

You will only be required to change back your...*
Wallpaper
Sounds Options
Mail and WiFi Passwords

Hope this helps as it worked for me after being give a temp number after upgrade.
