I am not eligible for an upgrade so a 32GB is costing $549 but it still says 2 year contract required. I do not see another option. Am I being extended another 2 years?

ya if you get one while ur contract isnt upgrade eligible u pay the extra amount and it tacks the extra 2 years onto whatever your contract is.
 
Yes, that's a discounted price with a new 2 year contract. The non contract price would have been $749 for the 32GB iPhone.
