Not eligible for upgrade through AT&T - $749 iphone unlocked then?

I am not eligible for an upgrade, but I thought that I would buy one through the apple store for $749. It still is asking me to input my number and social etc.

Would this $749 price be unlocked or would they consider it to be a renewal of my At&t plan even though they aren't subsidizing it at all?

I know the unlocked iphones arent available outright yet but maybe that's just for people that don't have any service with att, verizon or sprint?

Not unlocked, just unsubsidized. You'll still be on your current contract.
