Can’t update new update. It refers me to storage review repeatedly. It is 6.6 gb and I have 53gb available. Anybody else?

There are two solutions that I have used:
1. Temporary. Connect the iPad to your Mac. The iPad will show up in the list of a Finder window, and you'll be prompted to update the iPadOS. No storage review required.
2. "Permanent." I bought a new iPad with more storage.

the important bit is to shut it down first. Really Off. Then restart. Not just a reboot.
