Not possibe? Preview default mode 'MOVE' instead of 'TEXT'?

Hi,

After opening Preview (mostly PDF's in my case) I would like to click to move the document. The default is 'TEXT' which allows you to select text.

How can I change the default move from TEXT to MOVE?
