Not seeing iOS 7 update?

I checked software update section in the settings but it says I am up to date. Is this iTunes only this time?

You're not supposed to see it, it's not available to the public. Right now the most current version is the GM.

Can't OTA from beta to GM just as you couldn't OTA from 6.1.3 to beta 1.

Yes. This has been answered countless times.

If you are on iOS 6 you will need to wait until the public release on the 18th to update OTA. If you are on iOS 7 Beta you will need to download the iOS 7 GM IPSW and shift-update/restore in iTunes 11.

You cannot go from iOS 7 Beta to GM OTA.
