Noterize Question

Ok...I read a really good article on AppAdvice last night on Noterize 3.0 that comes out next week. It seems to be feature packed and is only $2.99. Some of you will remember my frustration with Evernote and not being able to edit my sync'd notes offline. Does anyone know if Noterize:

A) syncs to an online account
B) has access to sync'd notes offline
