I am running Sonoma 14.2.1 on my Mac and iOs 17.2.1 on my iPhone and both show Notes App empty of all of my folders and their content. I backup my Mac on Time Machine and to iCloud but so far nothing has been restored. Help!
 
The Notes database is stored here:

~/Library/Group Containers/group.com.apple.notes

If you restore that folder from your Time Machine backup, that should restore your Notes.
