Notes app doesn’t sync across devices

I’ve been using iOS 11 public beta since June and the Notes app on my iPhone doesn’t sync with my iPad and my iMac (running High Sierra public beta GM). Once in a while some notes do sync up but that’s it. I tried turn off and on Notes in iCloud and sign out and sign in to iCloud but nothing worked. Is there any way to reset the Notes app? Thanks in advance.
