I have a rather cumbersome note, probably started ~10 years ago. It contains mostly text but also some clipped images. It's kinda a scrap book and place holder for interesting things and quotes, etc. It has stopped syncing from MacOS devices and iOS devices. Thanks added from a MacOS client and iOS client seem to show up when I log into iCloud in a browser, but does not get synced across all instances of Notes. This note is huge. Most new notes that start on MacOS find their way to iOS. But new notes that start on iOS almost never show up on MacOS. On my iPhone, I have 1080 notes. On my Mac, I have 1060 notes! They don't show up in iCloud either. Finally, that big scrapbook--in iCloud there are perhaps 5 or more versions of it in the file list. How best can get things working properly again? I could thin things out but I mostly want this one scrapbook file to start working again everywhere.
 
I'm in the same boat, and am approaching my wits end for an answer as to why Notes isn't syncing properly across my devices.
 
I am still having the issue. I am confident in saying that things that start on iOS don't find their way to iCloud dot com (and synchronized everywhere). One thing that I have playing around with is turning off any notes account that are not iCloud. For instance, I have a personal Gmail, and my work has both a Gmail and Exchange. I was having AddressBook contacts not syncing, and when I turned off these non-iCloud accounts, syncing started working again. I cannot say for certain whether turning off these other accounts helped, but I think things that start on MacOS find their way to iCloud now and in turn to my iPhone.

Also, if I create a note on iOS, I can AirDrop it to my Mac and then it will show up in iCloud dot com.
