it is frustrating writing in my 'Notes' on mbpr catalina 10.15.7 and no longer having it sync on my iphone6s 13.3.1. l understand my 5GB icloud is full, does that have anything to do with it?how to resolve?

Yes, full storage would be the likely reason. If your iCloud storage is full, your options are to buy more storage or delete some of the items being stored on it.
