Notes on iPad and iPhone feature or bug?

i have several email accounts on both devices and have opted to run notes on 3 accounts. It seems though whilst I can add a note to any account I cannot create a folder except in my iCloud account or the on my 'device' notes account. Surely this isn't right. Am I alone in having this issue or is this another iOS feature!

Same for me, have not used notes on the other email accounts much - they seem to lag / take longer than the iCloud notes.

Cannot add a "new notes folder" for the other email acccounts on iPhone 6
