so a while back my wife used bootcamp on her mac to dual boot windows. a few days after she did that we couldnt get into macOS only windows. Recently i've been retrying to fix her mac. When i press and hold command-option-r (i also tried command-r, command-option-shift-r), the globe pops up i connect to my network but after the loading bar gets to the end it will give me error -1008F and tell me to visit the apple i have also tried holding cmd-option-p-r and that didn't help as well. I believe her mac is an m1 so i also tried double pressing and holding the power button but that just has the computer boot into windows. I am at a complete loss and don't know what to do next.

Can you tell us what Mac you have?
Can't be an M1 Mac, as that is not compatible with Windows (and does not have the Boot Camp assistant, which won't run on an M1 Mac.

But, moving on... What happens if your boot the Mac while holding the Option key?
You should get a screen that lets you pick any bootable systems.
If you see the name of the Mac system partition (maybe it's still Macintosh HD), then select that, and press Return.

Did this Mac already have Windows installed - or did you or your wife just recently install Windows, and now the macOS doesn't even appear?
If that is the case, then it is likely that the wrong volume was used for the Windows boot camp install, and everything is gone on the Mac, replaced by Windows completely. That is, unfortunately, easy to make that mistake at the point where you install Windows.

i had to look up the modle number and its a 13" intel macbook pro. and no she used bootcamp to install windows and when we press the option key, mac would show up and when we would click on it it would fail and boot to windows.

Do you mean that the Option-boot would show BOTH the Mac system, and your Windows boot systems? But choosing the Mac boot failed again?
You will probably need to reinstall macOS.
You mentioned trying (and failing) to boot to internet recovery.
Can you try booting to the local recovery system? That's a reboot, holding Option+r
You should NOT see the rotating globe, just a normal boot - although it might take a few seconds longer than booting to the normal system. When you get the the recovery menu screen, choose Reinstall macOS. Click through a few windows to get the install started. It will download the current installer files for your current system, so the time will depend on your internet connection. After downloading the system files, then it will reinstall. You should be back up and running in about 30 to 45 minutes.

what deltamac said will work.

i was going to recommend going to Windows, the restarting in Mac, using the "startup disk" if you can find that.

So i ended up having to do this
i went to this link https://github.com/kholia/OSX-KVM/blob/master/fetch-macOS-v2.py and downloaded that file and ran it it gave me a BaseSystem.dmg file. i turned the dmg into an iso and made a bootable usb drive. i then booted into the drive on my wifes mac and it took me to recovery mode where i was then able to reinstall macOS on the macbook. Sorry for the super late reply the options above didn't seem to work for me.
