Notification handle partially revealed!

Hey guys! I am new to this site, and just bought an iPhone 4s. I was browsing online today and managed to have the tiny part of the notification bar resting on the screen. Now when i try to do it, it doesn't work? Anyone know how to get it up there again?! Heres a pic of what it looks like.

Gently pull it down and hold it. Then it will stay for a little while before it retracts.

I get this all the time in Instapaper when tapping. It's kind of a half-commit to the Notifications Drawer.

In full screen apps, you need to pull down twice. That tab is shown on the first pull down.
