Notification of wifi available

I am traveling and want my phone to tell me if there is an available wifi that just came up. Traveling international and want to be be able to checkemail etc when I have the chance!! Post pics etc.

I want it to POP and say WIFI available. Is there a way to do that...?

I know there is a setting that states to "ask to join" wifi but I didn't know if it will pop up and notify me...

separate question..does anyone know if Facetime - will just use the internet (not data) if wifi is available right...so not charges for data plan..as long as wireless is available. (I know there are some travelers out there)
