Notification sounds don't work for some apps?

Is it normal that some apps don't play notification sounds even though I can activate them in the notification settings on my iPhone?

For example, WhatsApp and YouTube always play sounds when I receive a notification, but I never get a sound when I receive notifications from Yahoo Finance and Lifeline, which is really annoying.

iPhone isn't muted or in do not disturb mode and I've already tried rebooting and hard resetting.
