Hi,

I'm running Snow Leopard 10.6.8 on my mac and today when I came back to my computer I saw the following notification window.

Is this legit? Is anyone else on SL seeing this message?

I didn't open the App store. I had safari and mail open but no windows open. The notifcation is still there after quitting all apps. I'm assuming it is legit but wanted to check.
The notification window is at the front / shows in front of other windows.

It indeed is legit. Its known as "Noticeboard.app" and was installed with the Mac App Store update on OS X 10.6.8.

I am surprised that you have not seen that notice before

Strange! This is the only time I have ever had a notification for upgrading to a new version of OSX. The only time I have ever had notification is just for a standard update and not for upgrading.
 
Maybe you don't often restart your Mac?
The system may notify you about upgrades after a restart - but I think the active notifications for El Capitan started sometime in about the first of November.
