iPhone Notifications broken?

iOS 13.3. Notifications don’t always sound. Also, clearing an event notification from one device does not clear it from the other device. Any fixes? Notification sound is set high, and notifications are turned on. DND is off. Mute switch is set to sound. Tried restart.
