Okay I've been having this problem a long time with every iPhone and every version of iOS. Currently I'm on an iPhone 12 Pro Max with iOS 14.8 (current update atm, waiting a few weeks for iOS 15.1 upgrade). I've contacted Apple Support and they can't help.

Situation: I am on a phone call, usually with AirPods but could be speakerphone or car Bluetooth as well. My phone is resting on it's stand/desk/car magnetic adapter with the *screen off* and thus locked, but I'm talking to a friend. I get a notification, it could be from anything: an app, an iMessage, driving directions. The screen turns on and what do I see? A full-screen phone call app showing with my homescreen blurred behind it - THERE ARE NO NOTIFICATIONS VISIBLE. The screen does not turn off, it just sits on the phone app screen, showing the six phone call buttons (mute, speakerphone, etc), the caller and elapsed time, and the red hangup button. I have no idea why the phone woke up and in order to figure it out I have to unlock it with FaceID or passcode, which usually requires me picking it up, and then swiping to open notifications.

This is infuriating. True who is on phone calls for hours on end? Well due to Covid I keep in touch with some work friends this way now, while working on my laptop and even during Teams and Zoom calls. If my phone screen wakes up and distracts me I expect to glance at it and instantly see the notification. Instead its confirming that I'm on a phone call...which is pretty much worthless. So:

A) Why is the phone app screen during calls full-screen? It's over 50% wasted space, make it the bottom half of the screen, now it won't cover up the newest notifications.

B) Why is the phone app screen the top-most layer above notifications when a notification is waking up the screen? Is this some holdover from an ancient iOS that needed it that way?

C) Is there a fix in iOS14 settings? Does iOS15 change anything? I've gone through all the notification settings, phone app settings, lock screen and FaceID settings, nothing has changed this behavior.

And yes, this really bugs me so much that I figured out my MacRumors login and posted this thread!
 
Well, I tried testing this for you, but I can't get my iPhone to actually lock during a phone call. I set my auto-lock to 30 seconds and used my iPhone to call a VOIP landline phone. I set the iPhone to the side so the screen was not in my direct line of sight (to avoid the screen detecting me looking at it and staying on), and although the screen dimmed after a short period of time, it remained dimmed and never locked. If I locked it manually using the side button, it disconnected the call.

I did send my iPhone a text using Google Voice on the web while the iPhone screen was dimmed (and still on an active call), and that text banner notification popped up just fine (OVER the Phone app and completely visible).
