Notifications not silenced when connected to CarPlay/BT?

I am on iOS18 PB and noticed that every time I get in the car my text notification sound defaults to on. I never have any vibration or sounds turned on during any part of the day and can't figure out where this is coming from. I deleted the driving focus but that didn't resolve. What am I missing?

Try checking your CarPlay settings and make sure "Announce Notifications" is set to your preference. If that doesn't work, try restarting your iPhone or resetting your notification sounds to default.

It changes silent mode from off to on when driving. Announce notifications wouldn't be related to that, would it?

Any other ideas here? For addtl clarity, I never hear a sound for my text notifications (or any) when I am not driving and all of a sudden when I get in the car and connect to Carplay my texts come through the car very loudly. iPhone 15 Pro with the latest iOS18 PB release.
