I haven't seen but maybe a handful of people mention this problem. Is anyone else getting notifications that just sit there on the top of their screen and never leave? Sometimes even manually trying to swipe up on them won't make them go away.

Either by entering the multi-tasking menu or closing the app does the notification go away.
 
It's a bug. Most of the time you can just press the Homebutton once and the notification will disappear (and you won't be kicked out of the app, which you are currently using).
But I don't know if it's really an iOS 8 bug or if the specific app isn't using the new APIs correctly.
