A friend with an iPhone 11 has not been getting any app notifications since upgrading to iOS 16. He may get some Apple notifications such as from the Messages app, but nothing from Facebook, Instagram, Snapchat, Gmail, etc. The red badge numbers will update when activity happens, but no banners or anything in notification center.

His battery performance is at 75%. I was wondering if maybe notifications are throttled or degraded with lower battery performance? I've read that low power mode turns off notifications. His phone isn't going to low power mode, but maybe it's just getting performance throttled? He does have an appointment to have his battery replaced anyway, but was wondering if maybe that's what's behind the notification problem as well?
 
I doubt that battery impacts notifications. Do a deep dive into settings your friend has like focus modes, notification summaries, etc. It sounds like immediate notifications are getting through and others may be going to a summary?

Have done that. Even did a "reset all settings" that was recommended as a last resort by one article I found online. And other than having all his ApplePay cards wiped out, it didn't seem to fix anything.
