This is something I also noticed in older iOS versions. If I reset all my settings, which I always do for every major iOS release, the notification settings are also reset. I have to allow notifications for each app I want to receive notifications, when I open it for the first time.

The issue is, certain applications do not show the popup to allow notifications. For example this app is telling me to go to settings and enable the notifications. But the option is not there and the app is not listed into Settings > Notifications either. But the app will eventually display the popup.

What is the fix for this problem?
